Just like the RCMP before it, in its short history, CSIS has been involved in its share of scandals (Arar, security certificates, Air India, Bhupinder Lidar, CUPW surveillance). But it is the every day, unreported harassment of targetted communities and profiled individuals which takes the heaviest toll.
