Adil Charkaoui, previously detained under a security certificate, attended the delegation. Since August 2002, Sogi has been held without charge, on secret evidence, under section 86 of the Immigration and Refugee Protection Act, which establishes a procedure similar in many respects to the controversial
security certificate.
